Ruth Ann Rodriguez Thorn

Chairwoman

Chairwoman Ruth-Ann Thorn has been serving on the REDCO board since 2015. She has 30 years of experience in the fine art world as owner and manager of Exclusive Collections Gallery with locations in several cities and states, Crown Thorn Publishing Inc. and EC Art Services.  Crown Thorn has grown to be one of the largest fine art management companies and EC Art Services specializes in curating art collections for Tribal Community Resorts and Casinos. Her entrepreneurial expertise and strong leadership is invaluable to REDCO. 

Ruth-Ann not only serves her community as Chairwoman of REDCO, but also as a board member of First Nations Economic Development Corporation (FNEDCO) and California Native Tobacco (CNT). She lives in San Diego with her family.

Shalome Calac Briggs

Vice-Chairwoman

Shalome Calac Briggs brings her expertise in corporate finance and human resources to the Rincon Economic Development Board (REDCO) and acts as the boards vice-chairwoman.
She also serves her community as the secretary for First Nations Economic Development Corporation (FNEDCO). Shalome provides oversight of the tribes Sovereign Nation Permanent Fund and First Nations Capital Partners Private Equity Fund.  As REDCO’s vice-chairwoman she was instrumental in the acquisition and development of the Rincon Travel Plaza. Her expertise has made her an invaluable member of the REDCO Board as they re-brand and re-open the First Tribally owned and operated Brewery, Rincon Reservation Road Brewery.

She has a B.A. in Business Finance from Seattle Pacific University and is a graduate of the Executive Education program at Harvard Business School.  Shalome resides in Northern California with her husband and children.

Frank Mazzetti

Treasurer

Frank Mazzetti brings decades of on-reservation business building experience to the board. A resident of Rincon, Frank has owned and operated businesses within the boundaries of the reservation since 1983 and currently runs the Mazzetti Gift Shop with his wife.
In addition to being a lifelong entrepreneur, Frank has served the Rincon Tribe in many capacities. Starting in 1992, he was appointed to the San Luis Rey Water Authority board. He currently represents Rincon on the Inter-Tribal Agriculture board at a local and national level, and serves as a board member for the Title VI, Civil Right Act of 1964 for Valley Center Unified School District. To culminate his dedication, he was elected to the Rincon Tribal Council in 2011 where he served one term.

Frank is a graduate of Orange Glen High School and Palomar Community College where he earned a certificate for Architecture and Engineering. Frank, his wife and three children are blessed to call Rincon home.
Frank is a wealth of knowledge and expertise for on-reservation enterprise development and management.

Elizabeth Pico Rogers

Secretary

Elizabeth Pico Rogers is the newest member of REDCO. She is a native San Diegan with over 20 years of experience working as a consultant for a defense contractor and in support of the Department of Defense as well as in a variety of industries from salons and day spas to electronics repair. Liz brings a diverse and versatile skillset specializing in project management, contract management and small business development. Liz also sits on the Rincon Community Contribution Committee where she contributes her knowledge of local non-profit organizations to the committee as it reviews and funds programs that enhance the quality of life in San Diego County.

Liz has a BS in Political Science with a minor in American Indian Studies from San Diego State University and a Master of Business Degree from the University of Phoenix and lives in San Diego with her fur-babies, Ashe and Layla.

Rik Mazzetti

Executive Board Member

Rik Mazzetti was appointed to the Rincon Economic Development Corporation board in 2017. His experiences include decades of both self-employment and community service. He managed GMC excavating for 6 years prior to 1991 when opened Mazzetti & Son Garage located at the north end of Rincon reservation.
After playing football and baseball while attending Orange Glen High School, Rik saw the importance of youth athletics. After high school, he went on to coach football, baseball and lacrosse and started the athletic program for the All Tribes American Indian Charter School in Valley Center, CA where he also coached the football team. In addition, he is the liaison for Rincon to the Valley Center School District Title VI board.
With his “can-do” work ethic and his motto “All heart, no quit”, Rik is an invaluable asset to the REDCO board.

Raymond Rodriguez

Executive Board Member

Raymond Rodriguez brings construction and project management experience to the REDCO board. For 12 years he worked for AV Builders managing construction projects in the Southwest region including Arizona, Nevada and California. In 2005, he started his own construction company, Rod Brothers because of his desire to be home and serve his community.
In addition to the REDCO board, Raymond has been the Rincon Fiesta Chairman managing the logistics, finances and scheduling for two years and brought back the Indian Day Softball Tournament which he ran for 10 years and was only interrupted in 2020 because of the Covid pandemic.
He measures each proposed REDCO project with what is best for the people residing at Rincon, keeping it community oriented and maintain its rural identity. Raymond is a graduate of Orange Glen High School and Arizona State University with an AA in Graphic Design and lives at Rincon with his “roommate” which is his 21-year old daughter.

Lisa Wayne

Executive Director

Lisa Wayne is the Director of Economic Development and brings more than 10 years of experience in the field of tribal Economic Development and tribal business management. While achieving goals and objective set by management, Lisa provides her knowledge of the fundamentals of economic development in developing economic plans, business plans, restructuring businesses, formation of new start-up businesses and identifying opportunities.

Her career demonstrated a wide range of talents, expertise and experience to help the Rincon Band of Luiseno Indians and the Rincon Economic Development Corporation build a community that reflects the vision of each entity. During her time with REDCO, she has demonstrated to be a valuable member of the development corporation.

Lisa is an enrolled member of the Navajo Tribe, born in Fort Defiance, AZ and raised in Texas. Her education includes a Master Degree in Economics from New Mexico State University and resides in Valley Center, CA.
